Low-Energy-Houses in other countries

In Germany we talk and write a lot about low-energy-houses. New built houses and renovated buildings have to fulfill the regulations of the energy saving regulations (Energieeinsparverordnung, EnEV). With the beginning of the next year every sold or rented apartment has to have an energy pass, which shows the energy required.

But what about other countries in Europe or in …. Do they have energy regulations for buildings, housing or industrial buildings? Do they think about saving energy? I know there is a energy efficiency regulation in the european union, but do other members of the european union have some rules for new or renovated buildings?

I hope a post in english will find more readers and I will get some comments.
